1. European Research Area Networks (ERA-NETs)

The ERA-NET instrument under Horizon 2020 is designed to support public-public partnerships in their preparation, establishment of networking structures, design, implementation and coordination of joint activities as well as topping up of single joint calls and of actions of a transnational nature.

The ERA-NET under Horizon 2020 merges the former ERA-NET and ERA-NET Plus into a single instrument with the central and compulsory element of implementing one substantial call with top-up funding from the Commission. The focus of ERA-NETs is therefore shifting from the funding of networks to the top-up funding of single joint calls for transnational research and innovation in selected areas with high European added value and relevance for Horizon 2020. This aims at increasing substantially the share of funding that Member States dedicate jointly to challenge driven research and innovation agendas. Financial contributions of Member States can be in cash or in kind in order to broaden the scope of ERA-NETs towards the coordination institutional funding of governmental research organizations.

In addition to the joint calls they implement, ERA-NETs have developed, over the past years, a vast range of networking and other joint activities that contribute significantly to the impact of the ERA-NET scheme and that should be sustained.

2. European Institute of Innovation and Technology (EIT)

The European Institute of Innovation and Technology aims at enhancing Europe's ability to innovate by integrating, for the first time at EU level, education and entrepreneurship with research and innovation. As part of Horizon 2020, the EIT's budget is € 2 711.4 million for 2014-2020. The main operational arm of the EIT is its Knowledge and Innovation Communities (KICs). Through them the EIT develops and tests a new model of how innovation is approached, managed, financed and delivered in Europe. The KICs offer an opportunity for top innovation players to be part of a highly collaborative community.

3. Joint Programming Initiatives (JPIs)

The overall aim of the Joint Programming is to pool national research efforts, by the efficient use of Europe's public R&D funds, and by tackling common European grand societal challenges, which are beneficial for society and European competitiveness. This aim is shared with the Member States’ common vision for strategic research agendas on addressing those major challenges:

4. Article 185 initiatives:

Article 185 of the Treaty on the Functioning of the European Union (TFEU) allows the EU to participate in research programmes jointly undertaken by several EU countries. This includes participating in the structures created to execute national programmes.

- Partnership for Research and Innovation in the Mediterranean Area (PRIMA)

Launched in January 2018, PRIMA is a new initiative created under the framework of article 185 of the Treaty on the Functioning of the European Union consisting of European Union Member States, Horizon 2020 Associated Countries and Mediterranean Partner Countries on an equal footing basis (co-ownership, co-management and co-funding) with the participation of the European Commission. To date 19 countries committed to this initiative (PRIMA Participating States): Algeria, Croatia, Cyprus, Egypt, France, Germany, Greece, Israel, Italy, Jordan, Lebanon, Luxembourg, Malta, Morocco, Portugal, Slovenia, Spain, Tunisia and Turkey.

The general objective of PRIMA is to reinforce cooperation in research and innovation among Mediterranean countries aiming at developing innovative and sustainable solutions in agriculture, food production and water provision, encouraging application by communities, enterprises and citizens.

PRIMA focusses on three main thematic areas:

Integrated and sustainable management of water for arid and semi-arid Mediterranean areas
Sustainable farming systems under Mediterranean environmental constraints
Sustainable Mediterranean agro-food value chain for regional and local development

This partnership is financed through a combination of funding from PRIMA Participating States (currently €274 million), and a €220 million contribution from the EU through Horizon 2020, the EU research and innovation funding programme (2014 – 2020).

The PRIMA programme is implemented by the PRIMA Implementation Structure (PRIMA-IS), established as a PRIMA Foundation in Barcelona, on the basis of annual work plans.

PRIMA annual work plans are developed in compliance with the objectives and provisions set out in the Decision (EU) 2017/1324 and based on the priorities described in the PRIMA Strategic Research and Innovation Agenda (SRIA) following a comprehensive consultation process, involving multiple stakeholders.
